Zach Tillman
Instream Transfers Manager
Zachary is the DRC’s Instream Transfers manager. He joined the DRC in 2003 as a Program Officer and focused on development of the Groundwater Mitigation Bank. He now oversees instream transfers for the Central Oregon Water Bank (COWBank), specializing in water right acquisitions and other transactions. Zach is an Oregon native and brings to the DRC a thorough knowledge of Oregon water law & policy and water rights due diligence. Zach earned a BA in economics with an emphasis on sustainable resource management from the Colorado College in Colorado Springs.
