Scenic views, incredible fishing, and whitewater recreation abound along the lower Deschutes River.  The lower river begins below the Pelton Round Butte hydroelectric complex, three dams and reservoirs operated by Portland General Electric and the Confederated Tribes of Warm Springs. 

Groundwater provides 90% of the streamflow to the lower Deschutes River  Any changes in water resource use in the upper Deschutes Basin have the potential to affect stream flow in the lower Deschutes River.  We work to ensure that we can provide for multiple uses of water in the upper Deschutes Basin without affecting flows in the lower Deschutes River.  We also work to improve water quality in tributaries to this reach.
