Capital Press: Kotek declares drought for Central Oregon’s Jefferson County

Oregon Gov. Tina Kotek declared a drought for Jefferson County in Central Oregon on Sept. 29.

Eight counties in Oregon now have state drought emergency declarations, including Baker, Coos, Douglas, Lincoln, Morrow, Wheeler and Union.

According to the governor’s executive order, drought is likely to have a significant impact on the agricultural, livestock, natural resource, recreation and tourism sectors in Jefferson County.

Jefferson County Commissioners declared a local emergency Aug. 6 before asking the state for assistance.

Commissioners noted reduced water supply and allocations and forecasts for above normal temperatures and below average precipitation.

They added that conditions will result in loss of economic stability, pasture shortages, decreased feed production and a shortened growing season for growers and ranchers.

Jefferson County experienced a moderate drought in mid- to late-July and severe drought from July 29 through Sept. 2, according to the U.S. Drought Monitor.

As of Sept. 23, 80% of the county remained in moderate drought and roughly 20% was abnormally dry.

Drinking water, fish and wildlife and important minimum flows for public instream uses and other natural resources will also probably be impacted by the conditions.

The drought declaration unlocks several emergency tools, including assistance to local water users. Drought declarations also allow the Oregon Water Resources Department to expedite review processes and reduce fee schedules.
