The Deschutes River faces two challenges downstream from the City of Bend. First, low summer streamflow limits fish and wildlife habitat downstream from Bend. Second, warm water temperatures impair water quality. Complementary water conservation projects in the Central Oregon Irrigation District and the Tumalo Irrigation District could improve water management while addressing these two challenges.
